European Union questions

Since the 2007 Treaty of Lisbon, article 15 of the Treaty on European Union states that the European Council appoints a full-time president for a two-and-a-half-year term, with the possibility of renewal once.

It is Kosovo, which is not a member of the European Union. Interestingly, it has not signed any agreement with the European Union to officially allow it to use the currency, as have the Vatican and San Marino.

These are (territories dependent on France): French Guiana, Guadeloupe, Martinique, Mayotte, Reunion, Saint-Barthélemy, Saint-Martin, Saint-Pierre and Miquelon. (Territories with an agreement with the EU): Andorra, Monaco, San Marino, the Vatican, and countries without an agreement with the EU: Montenegro and Kosovo.
