Who painted The Tower of Babel?

Pieter Breugel the Elder created three oil paintings titled "The Tower of Babel". Unfortunately, one of them, a miniature painted on ivory, is now lost. Of the two surviving paintings, one is kept in Kunsthistorisches Museum, Vienna, and the other in Museum Boijmans Van Beuningen, Rotterdam.
