Who was the founder of an Edirne city?

The city was founded as Hadrianopolis, in honor of the Roman Emperor Hadrian. Later it has changed its name to Adrianopolis. The name was used in English, until the Turkish adoption of the Latin alphabet in 1928 made Edirne the internationally recognized name.
